Otsego First

Building a Sustainable Future

Meet David Shaptala

For 25 years, Otsego has been more than just my home—it's been the foundation of my life, my family, and my faith. I've raised my children here, worshipped alongside our community, and watched this city grow and change. I know Otsego's strengths, and I know its challenges.

My Christian faith and conservative convictions guide everything I do. I believe in personal responsibility, fiscal discipline, and the power of strong families to build strong communities. These aren't just political talking points for me—they're the values I live by every day.

After a quarter-century of investing in this community, I'm ready to serve Otsego in a new way. I'm running for City Council because I believe we can build a sustainable future that honors our past while preparing for tomorrow. A future where families can thrive, businesses can flourish, and every resident has a voice in shaping our shared destiny.

This is my home. This is our future. And I'm committed to putting Otsego first.

Our Campaign Vision

A clear, principled approach to governance that puts Otsego residents first and builds a sustainable future for generations to come.

Fiscal Responsibility

Every tax dollar matters. We'll demand transparency in spending, eliminate waste, and ensure your money works for you—not the other way around.

Property Tax Relief

Homeowners deserve relief from rising property taxes. We'll fight for smart budgeting that keeps more money in your pocket.

Community First

Responsible growth that respects our character, strengthens families, and ensures Otsego remains a place where people want to live, work, and raise families.

Campaign Priorities

Concrete commitments to the people of Otsego—grounded in principle, focused on results.

Fiscal responsibility
Priority #1

Fiscal Responsibility & Tax Relief

For too long, city budgets have grown faster than family incomes. Property taxes are climbing, and residents are feeling the squeeze. It's time for leadership that treats your money with the same respect you do.

  • Audit city spending to identify waste and inefficiency
  • Fight for meaningful property-tax relief for homeowners
  • Demand zero-based budgeting for every department
  • Protect taxpayer dollars with disciplined, conservative stewardship
Priority #2

Responsible Growth & Development

Otsego is growing—but growth must be managed wisely. We need development that strengthens our community, not strains our infrastructure or changes the character that makes Otsego special.

  • Ensure new development pays for its own infrastructure
  • Resist overdevelopment that burdens existing residents
  • Protect property values and neighborhood character
  • Prioritize quality over quantity in residential growth
Responsible growth
Transparency and accountability
Priority #3

Transparency & Accountability

You have a right to know how your government works—and how your tax dollars are spent. Open government isn't optional; it's essential to trust between residents and their elected officials.

  • Open, accessible city government with clear communication
  • Public financial reports that residents can actually understand
  • Decisions made in the light, not behind closed doors
  • Officials who answer to the people, not special interests

Community & Family Values

Strong communities are built on strong families. My faith and convictions drive my commitment to policies that support the foundations of Otsego.

Community and family values

Strong Families

Families are the bedrock of our community. I'll champion policies that make it easier for Otsego families to thrive—from keeping taxes manageable to supporting local schools and safe neighborhoods.

Personal Responsibility

I believe in the dignity of work, the importance of personal accountability, and the power of individuals to shape their own destinies. Government should empower, not replace, personal initiative.

Faith & Conviction

My Christian faith informs my values and my service. I believe in treating every person with dignity, serving others selflessly, and standing firm on principle—even when it's not the easy path.

This campaign isn't just about me—it's about all of us. Your voice matters, and I want to hear from you. Together, we can shape Otsego's future.
